The character design is really interesting and dynamic. I especially like the potential that all of the flowing cloth provides.
I think the colors feel a bit muddy. I think your "cartoonish" version of her is a bit more successful in terms of the color, but that the pose and personality on this one is a bit more dynamic.
I think the issue might be in your over-use of black. Too much black or too much white can really desaturate and dull the colors in a piece. Try mixing your colors with other colors to create darker tones for the shadows, etc.
The far left leg seems like it is on a higher plane, so just be careful about the perspective.
There is no question that this character is a malevolent villianess. Villianesses can sometimes be hard to design because there are a few very well-established tropes for designing them. This design feels unique and fresh.
Cool stuff, but work on your color/painting method. I would recommend giving digital a shot at some point this semester... just to try it :)

I really like the color of the clothes but I think it will be better if it has lighter feeling cloak.
I think the boots blend too much with the background.
